“Vagrant Kings” tells the whole story, from the beginning in Depression-era New York to contemporary California, where the Kings finally anchored  after a remarkable alliance among Commissioner David Stern, Silicon Valley entrepreneur Vivek Ranadive and Sacramento Mayor Kevin Johnson.
